Release Withheld School Capitation: Teachers Tell the Government.
Teachers are urging the government to release withheld school capitation before the beginning of 2024.
According to teacher unions, a significant portion of school capitation is withheld by the Ministry of Education and, at the same time, requires school principals to account for those funds.
Mr Zablon Awange, the Secretary of The Kenya Union of Post Primary Education Teachers, Kisumu branch, argues that it is unclear why the Ministry of Education withholds almost half of a student’s capitation.
He indicates that many schools face significant financial challenges because the Ministry of Education is remitting Sh11,892.14 instead of the standard Sh22,244.14.
Similarly, the Kenya National Union of Teachers (KNUT) Kisumu Branch Secretary David Obuon also indicates that it is now common for the Ministry of Education to fail to release full capitation to public institutions of learning.
School principals are struggling with pilling expenses and accrued salaries for BOM teachers. The principals cannot continually explain to the teachers that the government has yet to send money to the schools now and then. As a result, school principals are currently suffering from various health-related issues due to constant pressure from debtors.

According to Mr Obuon, primary and junior secondary schools underwent significant challenges due to crediting instructional accounts with few funds and general purpose accounts missing.
On follow-up, school headteachers often receive notifications indicating pending NEMIS details submission. This situation prompts the question of whether one account for a student can receive funds while the other does not, especially when both accounts depend on the same set of records
Due to many schools’ financial constraints, principals and school heads are now considering letting some BOM teachers go. A move that will result in an increased workload for the remaining teachers.
