The Teachers Service Commission (TSC) has come under scrutiny for promoting 5,291 teachers outside standard policy guidelines. The promotions, part of the 2024/2025 cycle, bypassed the requirement that teachers serve three years in their current grades before advancing.
TSC defended the move, citing staffing shortages and the urgent need to fill administrative roles. The Commission revealed that 3,427 teachers were promoted to Grade D3 (Principals) and Grade C4 (Deputy Headteachers) due to a critical leadership gap.
Many of these educators had been serving in acting capacities for extended periods. TSC argued that formalizing their positions was necessary to stabilize school leadership and ensure operational efficiency.

Despite TSC’s justification, the National Assembly’s Education Committee demanded strict policy adherence. As a result, TSC revoked 1,864 promotions since the teachers failed to meet the minimum service duration.
To address the impact of these reversals, TSC redistributed vacant slots based on county-level demand and the availability of eligible candidates.
TSC ensured that the newly vacated positions were proportionally distributed across different regions. The Commission emphasized that this strategic redistribution was necessary to maintain staffing balance and school efficiency.
The report showed how these promotions boosted teacher motivation and retention. TSC officials admitted they made exceptions but emphasized their commitment to upholding policy whenever possible.
TSC CEO Dr. Nancy Macharia told the Education Committee that the Commission is navigating a delicate balance between strict policy enforcement and practical school realities. She assured lawmakers that the goal is to ensure no student suffers due to administrative gaps.
