TSC Transfers County Directors
The Teachers Service Commission (TSC) has initiated a significant reshuffle of its county and sub-county directors across the country. This shake-up comes at a critical time when tensions between teachers and TSC officers have been building due to delays in promotions and transfers. Teachers have voiced concerns over these delays, pointing fingers at specific officers for withholding promotions or slowing down transfers. With these changes, the TSC aims to restore harmony within the education sector.
This latest round of transfers and promotions affects several counties, including Murang’a, Kakamega, Bungoma, Homa Bay, and West Pokot. Many of the changes involve filling vacancies left by retiring officers, as well as promoting others to higher positions.
One of the most notable moves is in Murang’a County, where Fredrick Ng’ang’a, the outgoing County Director, has been promoted to Regional Director for the Coast region. He replaces Victoria Muoka, who retired after years of service. Taking Ng’ang’a’s position in Murang’a is Margaret Kinyanjui, previously the County Director of Kakamega. This reshuffle sees a chain reaction of leadership changes in other counties as well. For instance, Wilson Koros will now head Kakamega County after leading Bungoma, while Evans Esese has been promoted to lead Bungoma after his service at the TSC headquarters.

In West Pokot, TSC transferred Dr. Esther Musani from Homa Bay to replace Francis Lotam, who retired. Milton Oyugi, who oversaw Kericho County, will now take over Musani’s former role in Homa Bay. Joseph Atwoto, who previously led Samburu County, will step into Oyugi’s former position in Kericho.

The TSC reshuffle continues with several other appointments. In Kwale, Dr. Peter Muasya moves to Samburu, with Dr. Esther Njiru stepping in to replace him. Meanwhile, Mohammed Kaboo, previously the Deputy Director in Tharaka Nithi, has been promoted to County Director, taking over from Anne Wawuda, who has been transferred to Mombasa.
In Taita Taveta, the leadership change places David Gutu in the role of County Director, replacing Shee Shally. Other notable moves include Samwel Wasonga, who moves from Taita/Taveta Sub-County to Bumula, replacing Shivachi Ndombi. Shivachi steps into the position of Deputy Director in Busia County, taking over from John Wepoke, who now leads West Pokot.

The reshuffle also includes Deputy Directors. For instance, David Mogaka from Elgeyo Marakwet swapped places with Dr. Aleke of Kericho. In Nandi, Everlyne Chemjor, who served as the Sub-County Director in Bungoma’s Tongaren, now serves as Deputy Director, replacing Wilfred Mosigisi. Mosigisi now holds the Deputy Director position in Bomet.
This widespread reshuffle comes just two months after the TSC interviewed 50 Sub-County Directors, leading to changes in the placement of both county and sub-county officers. Additionally, earlier in the year, the TSC advertised 13 new positions for Deputy Directors in Teacher Management, part of the Career Progression Guidelines.

Despite these changes, many field officers continue to appeal for automatic promotions, especially in light of recent upgrades in the Ministry of Education. TSC officers, particularly those serving as Sub-County Directors, remain in Job Group N or P, while their counterparts in the Ministry have advanced to higher job groups. This disparity has fueled frustration among TSC officers, who seek similar career progression.
As the reshuffle takes effect, education stakeholders are keeping a close watch on how these changes will influence the strained relationship between teachers and the TSC. For now, the hope is that the new leadership will foster a more supportive environment, helping to ease tensions and improve working conditions for educators nationwide.
