TSC To Replace All School Administrators in Acting Capacity.
The Teachers Service Commission (TSC) has confirmed a major overhaul in school administration roles, replacing teachers currently serving in an acting capacity with those recently promoted. This decision impacts a significant number of school administrators who did not secure permanent promotions.
The positions affected by this directive include:
- Senior Teachers
- Senior Masters
- Acting Deputy Head Teachers
- Deputy Acting Principals
- Acting Headteachers
- Principals
Teachers occupying these administrative roles on an acting basis who did not secure promotions will lose their positions to those promoted in the recent TSC promotion cycle.
Details of the Promotion Process
In September 2023, the TSC advertised over 36,000 promotional opportunities.
Promotion letters for the successful teachers were prepared and distributed via county directors’ offices, ensuring a smooth transition to their new positions.
Earlier this year, the TSC promoted numerous deputy headteachers to headteachers and principals to fill gaps created by mass retirements among school administrators. The promotion drive was essential to maintain effective administration across schools nationwide, ensuring continuity and leadership stability.

Recent Promotion Exercises
In December 2023 and January 2024, the TSC conducted extensive promotion exercises. December’s round focused on primary school teachers, while January’s addressed post-primary education teachers. Out of 150,000 shortlisted candidates, only 36,000 teachers were promoted, leaving many in acting roles without permanent positions.
Mandatory Documentation for Promotion
Teachers aspiring for promotions were required to provide specific documents as mandated by Chapter Six of the Kenyan Constitution. These documents included:
- A Valid Certificate of Good Conduct
- A Clearance Certificate from the Higher Education Loans Board (HELB)
- A Teacher Tax Compliance Certificate from the Kenya Revenue Authority (KRA)
- A Clearance Certificate from the Ethics and Anti-Corruption Commission (EACC)
- A Clearance Certificate from an approved Credit Reference Bureau (CRB)
In conclusion, the TSC’s decision to replace acting school administrators with those with promotions is a significant move towards enhancing the efficiency and stability of school administration across Kenya. This transition ensures that only those who have met the rigorous standards and qualifications set by the commission will hold permanent leadership positions. As the new school administrators assume their roles, the TSC aims to maintain a high standard of education management, ensuring that all schools are led by qualified and capable professionals.
