TSC to Elevate Long-Serving C4 Deputies to Headteacher Positions.
The Teachers Service Commission (TSC) is set to promote experienced deputy headteachers and principals to the role of Heads of Institutions (HOI) across the country. This decision is driven by a significant number of vacancies resulting from a wave of retirements among teachers.
To address these vacancies, the TSC has instructed County Directors to compile data on deputy headteachers who have served for at least eight years. This data, submitted in an Excel template, will facilitate a streamlined process for identifying candidates suitable for promotion.
The urgency of this initiative is underscored by the retirement of approximately 400,000 teachers in June, which, in turn, included a substantial number of headteachers. Additionally, December 2023 saw 2,400 headteachers retire, consequently leaving numerous positions unfilled. Therefore, this surge in retirements has created an immediate need for new leadership in schools.
Planned Promotions for 2024-2025
In response to the growing demand for new leaders, the TSC has announced plans to promote 12,000 teachers in the 2024-2025 financial year. Of these, 9,000 positions will be filled in primary schools, and 3,000 will be allocated to secondary schools. This initiative aims to ensure that schools maintain strong leadership despite the recent retirements.

Curriculum Support Officers (CSOs) have been tasked with providing additional details on C4 deputy headteachers in primary schools. This information is essential for temporarily filling leadership gaps in schools until permanent appointments are made. Deputies will be assigned to schools within sub-counties where vacancies exist.
Last September, the TSC announced 35,505 promotion vacancies, including 1,049 positions for promoting primary deputies from job group C4 to headteacher roles (C5) in regular schools. Additionally, the TSC promoted 30 deputies in special primary schools to headteacher roles.
Recent Promotions and Achievements
In the past month, TSC CEO Dr. Nancy Macharia reported that 36,504 teachers were promoted during the 2023-2024 financial year. This brings the total number of promoted teachers over the last five years to 71,212. Dr. Macharia highlighted the government’s dedication to teacher promotions, noting that Ksh 1 billion has been allocated for further promotions in the 2024-2025 financial year.
