TSC: School Administrators Salary and Allowances.
Teacher remuneration and allowances play an instrumental role in the attraction and retainment of top talent within the teaching industry. School administrators (principals and deputy principals) under the Teachers Service Commission (TSC), must therefore have an in-depth understanding of the salary and allowances under various grades.
This post seeks to enlighten you on the specific details relating to the salaries and allowances the TSC gives to its teachers especially those in administrative positions in Job Group D3, within the T-13 Scale.
Therefore, in this analysis, we will shed light on the fundamental framework for remunerating teachers, with a focus on providing various stakeholders with a basic understanding on the measures that the TSC adapts in ensuring fair and equitable remuneration.
Remuneration and Collective Bargaining Agreements
In Kenya, the education sector is characteristic of numerous Collective Bargaining Agreements (CBA), between teacher unions and TSC. The latest among this agreements is the 2021-2025 CBA.
The CBA is instrumental in ensuring that the TSC has consistent and ongoing measures for improving teacher remuneration while at the same time addressing the problems facing the profession.
The Basic Salary Conversation
In line with the new TSC remuneration framework, school administrators (principals and deputy principals) in grade D3, which falls within the T-13 Scale, now have an extensive modification to their salaries. With reference to June 30, 2023, basic salaries were in alignment with particular salary points. However, with the adoption of the new framework, from July 1, 2023, there has been a significant modification to the basic salary as illustrated in the table below.

Salary Allowances
Apart from the modified basic salaries that school administrators receive, the new remuneration framework also provides with salary allowances to enhance the overall salary package for school administrators.
The allowances include hardship allowance, commuter allowance, annual leave allowance, and disability guide allowance.
Hardship Allowance
The key focus of hardship allowance is to acknowledge the challenges that teachers face in their line of duty especially those working in remote areas. As a result, school administrators in Grade D3 are entitled to an allowance of KES 31,500.
Commuter Allowance
Commuter allowance plays an instrumental role in enabling teachers to cover costs relating to transportation to and from work. Under the new framework, school administrators receive a commuter allowance of KES 14,000.
Annual Leave Allowance
The annual leave allowance is an instrumental component of employee benefits and remuneration. Its key focus is on promoting work life balance. Therefore, with a focus on the new remuneration framework, school administrators in grade D3 Scale T-13 receive an annual leave allowance of KES 10,000.
Disability Guide Allowance
This type of allowance is applicable to administrators who work hand in hand with students with disabilities. As a result, they receive a disability guide amounting to KES 20,000.
