TSC Salary Increment Beneficiaries: Spotlight on Long-Serving Teachers.
The Teachers Service Commission (TSC) has identified the highest salary increment beneficiaries, notably teachers who have been in their current roles for over a decade. This revelation comes amidst rising dissatisfaction among educators, with the Kenya Union of Post Primary Education Teachers (KUPPET) expressing frustration over the stagnant promotion rates for more than 50,000 teachers across various job grades, particularly those in grades C5 and C4.
KUPPET has highlighted that many teachers have been stuck in the same job category for an extended period without any career advancement. At a recent TSC meeting in Naivasha, the union urged the government to allocate an additional Sh1 billion to the TSC to facilitate the immediate promotion of over 30,000 teachers. This appeal underscores the pressing need to address the stagnation affecting a significant number of educators.
KUPPET’s Secretary-General, Akelo Misori, emphasized the urgency of prioritizing promotions for teachers in grades C4 and C5. Misori announced plans to move these teachers to higher positions in grades C5 and D1, providing an opportunity for seasoned educators currently in grade C3 to advance. The union’s report revealed that the recent 2023-2024 promotion rounds overlooked more than 7,400 C4 teachers, primarily due to their shorter tenure of less than three years in their current grade.

The anticipated promotions will result in higher salaries for teachers in grades C4 and C5, significantly boosting their career progression. Additionally, if the parliamentary budget receives approval, TSC plans to prioritize hiring more junior secondary school teachers on permanent and pensionable terms, focusing on current interns.
Overall, these changes aim to address the long-standing issue of career stagnation among teachers and ensure that experienced educators receive the recognition and financial benefits they deserve. This move not only aims to improve the livelihood of teachers but also to enhance the quality of education by retaining motivated and experienced educators.
