TSC Defines New Requirements for Teachers Seeking Transfers
The Teachers Service Commission (TSC) has outlined three key conditions that teachers must meet to transfer back to their home counties. This move comes in response to numerous inquiries from teachers affected by the delocalization policy, seeking clarity on the transfer criteria.
Firstly, TSC mandates that teachers must complete at least five years at their current station to be eligible for a transfer. This rule ensures that teachers gain sufficient experience and contribute significantly to their current postings before seeking relocation.
Secondly, for those interested in swap transfers, TSC has specific requirements. Both teachers involved in the swap must have an exact subject combination and must have completed the five-year mandatory service. Additionally, both teachers need to apply simultaneously, indicating their mutual desire for the swap. This requirement ensures that the transfer process does not disrupt the teaching schedule or leave any school understaffed.

Moreover, TSC considers transfer requests from married couples, aiming to uphold family values as enshrined in the Constitution. However, these requests are subject to the availability of vacancies, the need for suitable replacements, existing staffing norms, and proof of marriage. This provision aims to support teachers in maintaining family unity while ensuring that educational institutions remain adequately staffed.

TSC’s delocalization policy has faced criticism from teachers, who claim it disrupts their families and diminishes their morale. In response, TSC has been processing more transfer requests from these teachers, especially those with compelling reasons to return home.
Teachers serving in the North Eastern region have slightly different requirements. They must complete at least three years at their station before being eligible for a transfer back to their home counties. This exception acknowledges the unique challenges faced by teachers in this region and provides a relatively shorter period for transfer eligibility compared to other regions.
In summary, the three main requirements for teachers seeking transfers are:
- Completion of at least five years at the current station.
- For swap transfers, both teachers must have the same subject combination, completed five years, and applied simultaneously.
- Married couples’ transfer requests will be considered based on vacancy availability, suitable replacements, staffing norms, and proof of marriage.
These conditions aim to balance the teachers’ personal needs with the educational system’s stability, ensuring minimal disruption to the learning process while accommodating the teachers’ welfare.
