- Experience: The candidate must have served as a Deputy Headteacher II under TSC Scale 9 for at least three years.
- Educational Qualification: The teacher must hold at least a Diploma in Special Needs Education in the specified area of specialty.
- Performance Appraisal: The teacher must have a satisfactory rating in the performance appraisal process.
- Leadership Skills: The individual must demonstrate the ability to supervise, mentor, and provide professional support to other teachers.
- Constitutional Requirements: The candidate must comply with the requirements outlined in Chapter Six of the Constitution.
