Transfer Teachers Pension Processing to TSC, KNUT Says.
To streamline the retirement benefits system for teachers in Kenya, the Kenya National Union of Teachers (KNUT) advocates a significant transition. They propose moving the responsibility for managing teachers’ retirement benefits from the National Treasury to the Teachers Service Commission (TSC). KNUT Secretary General Collins Oyuu passionately presented this proposal during an event at Kitui Teachers Training College.
The core issue that the union is addressing is the frustration and challenges faced by teachers due to the existing payment system overseen by the Director of Pensions, characterized by delays and corruption. Oyuu pointed out the paradox in this process, where teachers are paid by TSC throughout their 35 years of service, only to be directed to the National Treasury upon retirement, an entity with little knowledge of individual teachers. This disconnect between service and retirement has prompted KNUT to seek a remedy, and they are turning to the Parliament for assistance in resolving this matter.
Dr. Nancy Macharia, the CEO of TSC, has previously blamed the National Treasury for pension payment delays. She clarified that TSC diligently completes paperwork promptly and forwards it to the Director of Pensions. However, during a Senate committee meeting, Education Cabinet Secretary Ezekiel Machogu hinted at the potential for a quicker pension processing timeline, urging TSC to expedite the process.

The confusion surrounding the pension system extends further, with Oyuu calling for clarity on related matters such as the National Social Security Fund (NSSF), Provident Fund, and the Contributory Pension Scheme. Furthermore, KNUT opposes what they perceive as a ‘backdoor’ delocalization of teachers and demands equitable treatment for educators across various entities, including the Kenya National Examination Council (KNEC).
