Stakeholders Ask TSC To Reconsider Teacher Promotion Guidelines
A faction of teachers led by George O. Nyangwe have pleaded to the Teachers Service Commission (TSC) to reconsider their teacher promotion guidelines and consider recommendations from the Kenya Secondary Schools Heads Association (KESSHA).
During a meeting held at St. Teresa Girls Secondary School with the Teachers Service Commission (TSC) chairman, the secondary school heads association made recommendations that could remove impediments to career progression for teachers.
Proposed Recommendations
The key recommendations issued by the association include:
- Removal of grades C4 and C5 and introducing grades D6, making it possible for teachers to grow from grade C3 to grade D1.
- Making it possible for teachers in grade D1 to take up leadership positions, including deputy principal and principal positions.
- Doing away with the requirement that promotion comes up with administrative responsibilities.
- Creating a pathway for promotion for classroom teachers from grade C1 to grade D6 without taking up administrative roles.
- Introducing a new framework for principal promotions from grade D4 to grade D5 and creating a link with the school within which they are posted.
- Putting in place a motivation system for postgraduate teachers by introducing a grade that could drive them to pursue further studies.
- Ensuring that acting principals and deputy principals enjoy the complete benefits package for that position.
- Creating a framework for intern confirmation into permanent and pensionable teaching positions without further scrutiny through the interview process.
- Giving priority to JSS intern teachers to permanent and pensionable positions at both JSS and secondary levels.
- Streamlining the disciplinary process by ensuring that the period takes no more than six months except in dire circumstances.
- Creating partnerships with AON MiNET to improve the approval process for claims.
The Kenya Secondary School Heads Association (KESSHA) believes that if TSC considers the abovementioned recommendations, it could ease the career progression process for teachers and improve service delivery within the education sector.
