Senate Fines Former Kitui Governor Ngilu Ksh500K for Contempt Over VTC Finances.
The Senate County Public Investments and Special Funds Committee has slapped former Kitui Governor Charity Ngilu with a Ksh500,000 fine for contempt. Ngilu failed to appear before the committee to address issues related to the financial management and land ownership of the Kitui County Textile Center (KICOTEC).
Following her failure to honor the summons, the committee issued new orders for Ngilu to appear at a later date, which is yet to be confirmed.
During the session, Justus Makau, former County Chief Officer for Trade and Investments, faced tough questions regarding Ksh168 million flagged by the Auditor General. Narok Senator Ledama Ole Kina questioned Makau about the land ownership of Syongila Vocational Training Center (VTC), further probing financial irregularities such as repeated cash withdrawals from KICOTEC bank accounts by Georgina Musembi and Faith Muna. These activities raised concerns about possible mismanagement of public funds.

Maggie Kitonga, chairperson of the Syongila VTC, shared the community’s struggles to retain ownership of the land, emphasizing the importance of resolving the issue. The committee insisted on Ngilu’s presence to clarify these critical matters.
Committee chairperson, Senator Osotsi, made it clear that the investigation could not be concluded without Ngilu’s testimony. “On behalf of the committee, I resolve that we issue fresh summons for her appearance and fine her Ksh500,000 for failing to show up as per standing orders,” he stated.
