President Ruto: We Will Make Education Affordable to All.
President William Ruto announced a dedicated Ksh60 billion for Kenya’s education sector, underscoring the government’s commitment to making education inclusive, accessible, and affordable. Speaking at Garissa University’s 5th Graduation ceremony, Ruto emphasized that education is a vital tool for equalizing opportunities across the country.
Ruto highlighted the government’s focus on investing in human capital development through sustained financial support for education and training. He shared that KSh18 billion will go towards hiring Junior School intern teachers on permanent and pensionable terms. This initiative aims to boost the quality of education by ensuring that schools have enough qualified teachers.
Additionally, the President revealed that KSh52 billion has been allocated to the Higher Education Loans Board (HELB). This fund will provide scholarships and loans, particularly for students from vulnerable families, ensuring no student is left behind, especially in disadvantaged regions.
Ruto also mentioned the funding for the school feeding program, which aims to prevent dropouts due to food insecurity. This initiative is crucial, especially in arid and semi-arid areas. The President urged Parliament to expedite the passing of the Finance Bill 2024 to release these funds promptly.
The President announced enhancements to the university funding model, which will improve access to higher education. The government has allocated an additional KSh4 billion to support ongoing university and TVET students, ensuring they receive adequate support to complete their studies.

Ruto discussed the government’s broader economic development strategies, emphasizing the investment in infrastructure in northern Kenya to unlock the region’s potential. He highlighted initiatives in agriculture to enhance nutrition, expand manufacturing, and create job opportunities. These efforts, he noted, are crucial for Kenya’s economic transformation.
The President praised Garissa University for its resilience and determination following the 2015 terrorist attack, calling it a symbol of progress amidst adversity. He encouraged the institution to innovate in renewable energy, aligning with global climate goals while addressing regional energy needs.
Ruto outlined plans to streamline the issuance of government documents in the northern region, such as national identification cards and passports, to improve access to government services and opportunities.
Finally, President Ruto reiterated the government’s commitment to inclusive growth, emphasizing a unified approach to national development. He stressed the importance of building an inclusive Kenya where every region progresses together.
