KCSE Candidates to Choose Universities or TVET Courses Post-Exams.
Candidates taking the KCSE exams starting next year must postpone their decisions on university and college preferences until the release of their results, according to recent developments.
Basic Education PS Bellio Kipsang stated, “With the introduction of a new funding model, applicants will choose their programs based on cost per program, as published in the KUCCPS online application system.” This decision impacts over four million students currently enrolled in secondary schools following the 8-4-4 education system.
The Ministry of Education believes that this change will provide valuable guidance for students and their parents or guardians in making informed decisions about their future. It will also eliminate the option of center or school applications for university placement in the future.
Addressed to the County Directors of Education and copied to Education Cabinet Secretary Ezekiel Machogu and the Regional Directors of Education, the circular outlines the shift in the application process. Previously, students applied through the Kenya Universities and Colleges Central Placement Service (KUCCPS) portal. Now, the application process for university and college placements will commence only after the release of KCSE Examination results and when training institutions declare their program offerings, capacities, and associated costs.

Kipsang emphasized the importance of KUCCPS continuing to offer career guidance services to students while in school and helping them select subjects aligned with their chosen career paths. Furthermore, the circular mentions enhancing the capacity of Career Guidance Teachers to empower them to provide adequate guidance to students during the application process.
The discontinued application process allowed students to select from 18 possible areas of study. These included six options for degree programs, four for diploma courses, four for craft certificate programs, and four for artisan certificate courses. For degree programs, candidates were required to list their top four choices in order of priority, with the first choice offering three slots for the same program in three different universities.
