Junior Secondary School Learners Receive Sh5,000 in Capitation Funds.
Each student in Junior Secondary School (JSS) will receive Sh4,998.1 this term from the Ministry of Education’s Free Day Junior School Education (FDJSE) funds. This amount falls short of the expected Sh15,000 per learner annually. The government has allocated Sh14 billion for the second term to support these programs.
Each school hosting JSS will get Sh274,444 from the government. Furthermore, according to a June 18, 2024 circular from Basic Education Principal Secretary Dr. Belio Kipsang, funds were allocated based on data from the National Education Management Information System (NEMIS) as of April 20.
Dr. Kipsang stated, “The Ministry of Education has released Free Day Junior Secondary Education funds for Junior Secondary Schools for term two at Sh4,998.1 per learner. Each school will also receive Sh274,444 as a basic allocation.”

The funds for each student include Sh1,746.38 for tuition, with centralized procurement accounting for Sh1,175.72 through the Tuition account. in addition, The Operation account includes Sh2,076, with Sh1,976 and Sh100 for centralized procurementt
Schools will allocate Sh199,713 for personal emoluments, Sh58,416.37 for rental box and postage, telephone charges, Board of Management meetings, and capacity building. Additionally, internet connectivity and electricity will receive Sh11,667.14, and water and conservancy will get Sh4,647.49.

The funds support learners in Grades 7 and 8, and schools must use them according to the ministry’s estimates. In addition, Dr. Kipsang emphasized, “Schools must complete acknowledgment within two weeks of receiving the funds. Schools failing to comply will face suspension from the program. The ministry will recover funds from schools with lower enrollment than reported.”
Moreover, Sh19 billion was allocated to secondary schools under the free day secondary education program, and primary schools will receive Sh2.74 billion for free primary education. Some school heads expressed frustration over the insufficient funds, revealing they received only Sh4,156 per learner instead of the expected Sh5,000.
