Government Allocates Sh18 Billion for Permanent Jobs for JSS Teachers.
The Kenyan government has announced a significant funding boost to secure permanent positions for Junior Secondary School (JSS) intern teachers. Over 46,000 JSS intern teachers may have to wait until January for their permanent employment. This follows the government’s allocation of Sh18 billion to the Teachers Service Commission (TSC) for converting these intern teachers to permanent and pensionable terms.
According to a communique from State House, Sh18.7 billion has been allocated specifically for confirming JSS intern teachers. Additionally, the Higher Education Loans Board received Sh31.3 billion, while the University Funding Board was allocated Sh17 billion for government-sponsored student scholarships.

In light of the withdrawal of the Finance Bill 2024, which resulted in a revenue shortfall of Sh344 billion, President William Ruto has signed the Supplementary Appropriation (No.2) Bill. This bill includes adjustments aimed at reducing expenditures while maintaining essential services in agriculture, health, and education. The bill also covers remuneration enhancements for security officers.

Despite the substantial allocation, the amount falls short of the Sh30 billion that TSC needs to pay intern teachers under the new terms for an entire year until the next budget allocation. TSC estimates that the Sh18 billion budget provided can only support the conversion for about six months.
To prevent a crisis, stakeholders revealed that TSC is considering delaying the confirmation of JSS interns. This measure aims to reduce the budget required to cover their salaries, ensuring financial sustainability until the next budget cycle.
