MPs Demand Recall of University Admission Letters Over Fee Structure Concerns.
Members of Parliament have called for the recall of university admission letters, citing issues with the current fee structure. During a meeting with Higher Education Principal Secretary Beatrice Muganda, KUCCPS, and HELB officials, the Education Committee expressed concerns about the fee structure’s lack of clarity on government capitation and the exact amount parents must pay.
The MPs insist that the fee structure should be revised to provide a detailed breakdown of costs rather than presenting a single lump sum. This demand follows the National Assembly Education Committee’s discussion with PS Beatrice Muganda about the new university funding model, which they argue is impractical.
Charles Ringera, CEO of the Higher Education Loans Board (HELB), explained that the new funding model uses a formula-based allocation that considers each student’s economic background. According to this model, students from families earning below Ksh 6,000 per month receive 95% government financing, whereas those from households with incomes above Ksh 120,000 per month receive only 60% government support.

Parliamentarians are urging the Ministry to revert to the previous funding approach, where funding was based on the number of undergraduate students in regular programs and the type of course they were enrolled in. The legislators believe that this method provides a more practical and transparent funding mechanism.
The call for a revision reflects growing concerns about the new model’s effectiveness and fairness in addressing the financial needs of students and their families. Therefore, by demanding a detailed fee structure, MPs aim to ensure greater transparency and accountability in university financing, ultimately easing the financial burden on parents.
