Ministry of Education Unveils 2024 CBET Assessment Results by Candidate Level.
The Ministry of Education has released the Competency-Based Education and Training (CBET) assessment results for July and August 2024. Conducted across 252 Technical and Vocational Education and Training (TVET) assessment centers, this evaluation gauged candidates’ competencies across various levels. The Ministry aims to ensure that TVET programs align closely with job market demands, equipping learners with essential skills for today’s workforce.
The Education Cabinet Secretary, Julius Ogamba, provided a detailed breakdown of candidate performance by levels, showcasing the scope and reach of the 2024 assessment:
- Level Three: A total of 211 candidates were assessed, with a gender ratio of 118 males (56%) and 93 females (44%). They participated in the National Skills Certificate program, which offered 18 qualifications.
- Level Four: At this level, 6,352 candidates were assessed, including 3,468 males (55%) and 2,884 females (45%). This level featured the Artisan Certificate, covering 42 qualifications in 472 units of competency.
- Level Five: For the Craft Certificate, 22,842 candidates participated, with females slightly outnumbering males (10,644 males, 12,192 females). This level included 70 qualifications across 899 competency units.
- Level Six: The highest assessment level saw 30,170 participants, with 15,871 males (53%) and 14,294 females (47%). The Diploma Certificate offered 96 qualifications, spanning 1,401 units of competency.

In total, 59,575 candidates completed assessments in 226 qualifications, with a cumulative 2,929 competency units covered. This number represents a 196% increase from the November/December 2023 assessment period, reflecting the growing interest in and access to TVET programs.
The Kenyan government continues to prioritize TVET within its Vision 2030 and the Bottom-Up Economic Transformation Agenda (BETA). CS Ogamba emphasized several key initiatives aimed at strengthening the TVET sector:
- Competency-Based Curriculum Development: Working with industry experts, the Ministry has developed over 400 competency-based curricula. These curricula directly align educational outcomes with job market requirements, ensuring that students acquire relevant and in-demand skills.
- Recognition of Prior Learning (RPL): As a major part of the CBET framework, the RPL program validates skills acquired outside formal education, granting individuals certifications that match their actual competencies. This program promotes inclusivity by opening pathways to formal employment and career growth for skilled workers.
- Investment in TVET Infrastructure and Resources: Increased government funding focuses on developing modern infrastructure, updating equipment, and enhancing educator training. This commitment aims to improve both the quality and accessibility of TVET education.

The Ministry has also invested in training TVET instructors to implement CBET methods effectively. Collaborations with international partners have brought advanced training opportunities to these trainers, ensuring they can deliver quality, competency-focused education.
CS Ogamba encouraged more institutions to register as RPL assessment centers with the TVET Authority, making technical education more inclusive and recognizing a broader range of competencies and talents.
With the release of the 2024 CBET assessment results, the Ministry of Education continues to strengthen its commitment to competency-based learning, emphasizing skill alignment with the job market and encouraging inclusivity within TVET. This proactive approach ensures that Kenya’s TVET sector will play a crucial role in preparing the nation’s workforce.
