Kipsang: Learning Continues Despite JSS Intern Teachers’ Strike
Despite the ongoing strike by junior secondary school (JSS) intern teachers, Basic Education Principal Secretary (PS) Belio Kipsang assures that learning is taking place normally in JSS institutions. According to Kipsang, education persists as students receive instruction from various sources beyond the striking intern teachers.
Kipsang emphasized that the Ministry of Education remains deeply concerned about any disruptions to education. He acknowledged the strike’s impact but reassured that alternative arrangements are in place to ensure continuous learning. “Yes, there are disruptions, but our kids are learning, and we have backup plans. Intern teachers are not the only ones educating these students,” Kipsang stated.
While recognizing the significant role of intern teachers in JSS education, Kipsang argues that other professional educators are also taking part in teaching JSS students. He made these remarks during the launch of the 2024 school census at Moi Girls Nairobi.
Kipsang acknowledged the crucial role intern teachers play in the education system and the disruptions caused by their protests. He assured that the government has allocated funds to facilitate the transition of intern teachers to permanent positions with pensions. “We are ensuring minimal disruption from the protests. We have budgeted for the confirmation of intern teachers in the next financial year., This is because they are on a two-year internship leading to permanent and pensionable terms,” Kipsang explained. He urged patience among intern teachers, assuring them that their desired employment terms are forthcoming.

The strike by intern teachers has seen widespread protests across the country. On May 13, JSS intern teachers in Nairobi took to the streets, demanding permanent employment with pensions. Currently, these teachers work on annual contracts. Led by Chairperson Owino Okelo, the Nairobi County JSS intern teachers marched from the bus terminal to the Teachers Service Commission (TSC) headquarters, vowing to continue their protests until their demands are met. “There will be constant strikes by JSS teachers in Nairobi and the country at large until we are confirmed into permanent and pensionable terms,” Okelo declared.
Despite the ongoing strikes, Kipsang’s assurances underscore the government’s commitment to maintaining uninterrupted learning in junior secondary schools. The Ministry of Education continues to implement measures to support both students and teachers, ensuring that educational activities proceed smoothly amidst the protests.
