How to Apply for a HELB Loan Without a National ID Card
The Higher Education Loans Board (HELB) has opened its portal for students applying for university and Technical and Vocational Education Training (TVET) loans and scholarships for the 2024-2025 academic year. This guide will help students who don’t yet have their National Identification card navigate the application process.
HELB Application Requirements
Applicant’s Details:
- Valid email address and phone number
- KCPE and KCSE index numbers and year of examination
- Passport-size photo (jpeg/jpg/png format)
- Copy of National ID or Maisha card (both sides in PDF)
- Valid bank details or a registered MPESA number (under the applicant’s name and ID number)
- Copy of birth certificate in PDF (if applying as a minor)
- Copy of sponsorship letter in PDF (if sponsored in secondary school)
Parent’s/Guarantor’s Details:
- National ID and registered phone number
- Copy of parent’s death certificate if deceased (in PDF)
- Two guarantors’ ID numbers and registered phone numbers (can be parents)

Steps to Apply for HELB Loans and Scholarships
Creating an Account:
- Visit the HELB Student Portal, HEF, or Universities Fund website and click on “Student Portal.”
- Click “Register” to create an account.
- Specify whether you have your National ID by selecting “Yes” or “No.”
- Enter your National ID number or, if unavailable, your KCSE index number.
- Enter your KCSE exam year, index number, and Kenya Universities and Colleges Central Placement Service code.
- Provide your valid email address, create a password, confirm it, and complete the robot verification question.
- Your account will be created successfully.
- Log in with your email address and password.
- Update your profile with your name, birth certificate number, date of birth, and phone number.
- Read the consent form, agree to the terms, and save to continue.
