Governor Arati Urged to Release Bursary Funds Promptly
Leaders in Kisii County have called on Governor Simba Arati to ensure that education bursary funds are disbursed without delay. This move aims to keep students from underprivileged backgrounds in school. County Members of the County Assembly (MCAs), led by Boochi Tendere Ward MCA James Ondari, requested the governor to clarify the current financial year’s bursary allocations. Many students, they noted, face being sent home due to unpaid school fees.
During a recent address, MCA Ondari emphasized the importance of timely bursary allocations. He stated that parents, especially those struggling financially, need to understand the status of the funds. This transparency will help manage expectations and prevent unnecessary stress among families depending on these funds to keep their children in school. Ondari acknowledged the governor’s efforts, particularly the introduction of the Simba Arati Scholarship Fund, which supports bright but needy students. However, he also sought clarity on the future of the Ward Education Fund. This fund, specific to each ward, plays a crucial role in ensuring equal distribution of education aid across Kisii.

The MCAs raised additional concerns over the distribution of cheques under the scholarship initiative. They expressed disappointment that individuals outside the elected leadership were appointed to handle these funds. Some MCAs accused the coordinators of favoring their relatives, further fueling frustrations about the process. According to one MCA, elected leaders should have been involved in the distribution to ensure fairness and transparency.
Despite the concerns raised, not all MCAs criticized Governor Arati. Ibeno MCA Steve Arika and Gesusu MCA Anthony Gekone defended the governor’s decision regarding the scholarship distribution. They argued that the governor retains the right to allocate the funds as he sees fit, as long as they reach the intended beneficiaries. Arika pointed out that the scholarships were serving their purpose, and the focus should remain on helping students succeed rather than debating the method of distribution.

In response to the criticism, Governor Arati had earlier urged the MCAs to address their concerns through the county director of communications and the relevant house committees. He reminded the legislators to avoid politicizing matters of development, as doing so could hinder the county’s progress. By working together, the county leadership can ensure that essential educational initiatives move forward without unnecessary delays.
The prompt release of bursary funds remains a pressing issue for Kisii County leaders, as it directly impacts students’ ability to continue their education. While Governor Arati’s efforts to support needy students through scholarships are appreciated, MCAs believe greater transparency and collaboration are necessary to ensure fairness. Moving forward, aligning the distribution of these funds with elected leaders’ insights could foster a more equitable and transparent process.
