Government Releases Sh67 Billion School Capitation.
The Kenyan government has released a cumulative total of Sh67 billion to government sponsored public primary and secondary schools. This comes amid complains from school heads on their inability to pay BOM teachers due to lack of funds to cover their day to day expenses.
According to the Cabinet Secretary for Education Ezekiel Machogu, the breakdown for the Sh67 billion is as follows.
- The Free Primary Education program will receive close to Sh7.9 billion to support a cumulative total of 9 million students in public primary schools in the country.
- Junior Secondary Schools will receive Sh14.7 billion as a supportive measure for 1 million students in junior secondary school level.
- Institutions under the Free Day Secondary School categories will receive a cumulative total of Sh44.4 billion to cover 3.7 million students in this category.
- The tertiary and University Education category will receive a total of Sh51.1 billion for the financial year 2023-2024 to cover all learners in institutions of higher learning including Universities and Technical and Vocational Education Training (TVET) institutions.
CS Machogu argues that a majority of these institutions of learning began their 2023-2024 academic year in September. As a result, the government is timely in its disbursement of this funds. In addition he indicates that the government is making a significant effort in processing of student loans for first time applications.
In view of this, the loan processing process for subsequent applications under the old financing model is already complete and students began receiving their loans on Thursday 5th October 2023.

With the expiration of the loans and scholarship application deadline, the Higher Education Fund indicates that only a total of 238,714 students were successful in submitting their applications for loans and scholarships.
In line with loan disbursement, the cabinet secretary affirms that the government has a high level of commitment on ensuring a timely disbursement of student loans and scholarships.
Records indicate that only 86.6 percent students have reported to their respective institutions of higher learning during the 2023-2024 academic year.
