Baringo County Set to Confirm 1,588 ECDE Teachers on Permanent Terms.
The Baringo County government has announced its plan to confirm 1,588 Early Childhood Development Education (ECDE) teachers on Permanent and Pensionable (PNP) terms. This policy aims to fortify the county’s ECDE sector, ensuring stability and quality for young learners.
Chief Officer for Education and Vocational Training, Joseph Wahiaro, expressed confidence in the teachers’ readiness to effectively deliver the Competency-Based Curriculum (CBC). Speaking at a recent meeting held at Lelian ECDE Centre in Baringo Central, Wahiaro highlighted that the recruitment process would also consider teachers trained in Special Needs Education (SNE). As a result, this inclusive approach aims to meet the diverse needs of all students, creating a more supportive and accessible learning environment.
Despite progress, Wahiaro acknowledged ongoing challenges, particularly in securing adequate teaching and learning resources. The county has made notable strides, providing a portion of essential materials to support smooth learning. Infrastructure issues persist in certain areas, especially in Tiaty constituency, yet Wahiaro assured residents that the county is committed to providing more support once teacher confirmations are complete.

To address the diverse needs of ECDE staff, the county introduced specific terms of service. Under the plan, 326 teachers aged over 50 will remain on contractual terms with gratuity benefits, while 178 untrained teachers will be offered one-year contracts. In addition, this approach aims to balance resource availability with the county’s goal of retaining experienced educators, providing a sustainable model for ongoing professional growth and support.

The success of this initiative depends on collaboration between Baringo County and educational authorities. The county coordinates with 30 ward coordinators and Principal Education Officers from various sub-counties to oversee the transition. Therefore, these reforms should lead to a Memorandum of Understanding (MoU) with the Ministry of Education and the Teachers Service Commission (TSC), formalizing a shared commitment to advance the ECDE sector.
